Why 90Z is a junk drawer
The FBI's NIBRS code 90Z All Other Offenses is the leftover Group B category. Official definition: all crimes that are not Group A offenses and not one of the specifically named Group B types. It is the bucket for what does not fit.
Flock's own offense-type dropdown, announced 10 Dec 2025, is NIBRS-based. Every ALPR search is supposed to pick at least one offense type. If the list does not fit, Flock says an officer can pick Other and then must type a search reason. 90Z is already on the list. Picking it names no robbery, no warrant, no missing person. It names leftover.
A historical plate lookup on Flock is a search of a nationwide vehicle network. It is not a judge signing a warrant. Plant City Police, via FOX 13, said they will keep scans 30 days and that 61 sworn officers have access. None of that turns All Other Offenses into a specific crime.
In the same USA TODAY set, Tampa PD's printed top three are wanted person, motor vehicle theft, and drugs. Hillsborough SO's printed top reason is "INVESTIGATION." Plant City is the local agency whose #2 printed reason is the leftover code itself.

- Publish the rest of the reasons. 231 is only the #2 printed label. How many lookups have no usable reason at all?
- Ban 90Z as a search reason until a named crime, a case number, or a missing-person file is attached.
- Who audits 90Z? How often. What happens on a junk-drawer search. Will summaries be posted.
- Pause the leftover +22 until that audit is public.
