What is already on the record
The Tampa Bay Times (Yahoo News reprint) reported that residents including Amy Baird spoke against Flock at the 11 Aug 2026 BOCC meeting. That session was at the Historic Pasco County Courthouse boardroom in Dade City. The Times says her son and other residents also spoke. Commissioner Jack Mariano said he was uncomfortable. Undersheriff Chase Daniels was part of the public discussion. The Times says the discussion was pushed to a later meeting. That is press coverage of a past meeting, not a titled item for 25 Aug.

Sheriff Chris Nocco is a Florida constitutional officer. The Board of County Commissioners does not run the sheriff’s ALPR program. Commission leverage, when it exists, is often over right-of-way permits for poles in county right-of-way. That is the legal setup. It is not a claim that the board can turn the cameras off by motion.
The Tampa Bay Times has reported that the Pasco County Sheriff’s Office has about 70 Flock cameras. Tampa Bay 28 reported, with Undersheriff Chase Daniels on camera, that the office is switching some of those cameras to Axon: cheaper, and the office already uses Axon body cameras (and, Daniels said, Tasers and evidence management). They are still license-plate readers. A 30-day retention figure is a sheriff policy claim, as stated by Daniels to Tampa Bay 28, not an independent audit on this page.

In the Tampa Bay Times survey, Chief Robert Kochen said New Port Richey PD does not use Flock. Tampa Bay 28 reported the city is looking at RedSpeed for red-light and school-zone speed cameras, with ALPR as part of those systems, hoped for October. Keep RedSpeed separate from Flock unless a primary public record says a given pole is Flock.

Council usually meets the 1st and 3rd Tuesday at City Hall, 5919 Main Street, New Port Richey. The 18 Aug 2026 meeting was at 7:00 PM because of the primary, as posted on the city’s Facebook. This page does not invent a Flock item on the NPR council agenda.

ALPRs in Pasco, by who runs them
Flock is not the only plate reader. Counts below are as reported. This is not a field census. Brand pages: ALPRs · Flock · Axon · Q&A.
Times: about 70 Flock cameras, and the office can search other agencies too. Tampa Bay 28: Undersheriff Chase Daniels said some of those poles are being switched to Axon (already supplies body cameras, Tasers, evidence). About $50,000 cheaper. Permits on the record for the SR 54 corridor from New Port Richey to Wesley Chapel. Daniels said that is replacement, not a new count. A 30-day hold is a sheriff policy claim, not an audit on this page.
Tampa Bay 28 also reported about 170 plate readers in the county when private property (stores, subdivisions) is counted. Those private poles are not the sheriff's program.
No separate Zephyrhills or Dade City police Flock contract is on this page. Unincorporated Wesley Chapel and Land O' Lakes sit under the sheriff. The Aug 11 Flock comments were in Dade City. Monday's Zephyrhills council is still not a posted Flock hearing.

What to ask if you speak
If you use the posted public-comment window, stay on the record. Aim the question at the office that actually holds the contract or the permit:
- Retention. How many days are plate images and vehicle signatures kept? Who can extend a hold? Is the 30-day figure only a sheriff policy?
- Sharing and hotlists. Which agencies can search the local data? Which hotlists are enabled?
- Audit. Who reviews search logs, and will summaries be posted?
- Right-of-way and dollars. Which poles sit on county right-of-way? What line pays for Flock, Axon, or more years?
Florida public records are Chapter 119, not federal FOIA. This page does not advise anyone to touch, block, disable, or approach a camera.
