A ticket camera can still be a second pipe.
RedSpeed is a school-zone and photo-enforcement vendor. It is not the Plant City Flock ALPR contract. A plate photo on a speeding ticket is not a Flock-style searchable network unless an ALPR or live-stream layer is turned on. The 2024 proposal to HCSO advertised that layer. Tampa staff later swore it is off. Keep both statements. Do not treat HCSO RedSpeed "Wing" as on.

Hillsborough and Tampa school-zone speed
Hillsborough school-zone speed detection is a RedSpeed program under the Sheriff. HCSO calls it Operation Safe Passage. Official HCSO pages describe enforcement capture (a ticket file), not a Flock search grid. This site does not assert that HCSO RedSpeed Wing is on.
Tampa piggybacked that county contract. Staff later told City Council the units have no Flock hardware or software. That is a brand answer. It does not, by itself, make the system a different class of risk. See school zones.

The 2024 proposal language
RedSpeed's 2024 proposal to HCSO advertised Flock ALPR "included in the RedSpeed price." A Flock letter enclosed with that pitch said RedSpeed provides RTSP streams (a standard way to send live video). Flock integrates the stream, turns the camera into an ALPR, and plots it on the Flock map. The proposal advertised a live stream from all cameras, high-resolution video (3000x5000 at 30 frames per second in that pitch), and at least 45 days of storage in that proposal.
That is marketing and a vendor letter on the 2024 packet. It is not proof the Wing layer is running in Hillsborough today.

Tampa staff and the affidavit
Chief Lee Bercaw's memo, as covered by the Tampa Monitor, called the proposal language unfortunate and said it was designed for Georgia law, not Florida. The memo said TPD will not use RedSpeed as ALPR pushing to Flock.
Deputy Chief Patrick Messmer later cited a sworn affidavit from RedSpeed CEO Robert Liberman: no Flock hardware or software; city code; no data sharing; no retention unless there is a violation. GovTech quoted Messmer on those points. Staff also described a 30-day purge of video not tied to a citation. Treat those as staff and vendor statements.

Elsewhere in Florida
Orlando Sentinel, 16 Jul 2026: Orange County picked RedSpeed. The story said proposals to other Florida governments sell Flock integration, and that Tampa required a sworn affidavit.
New Port Richey: Chief Robert Kochen said the city plans RedSpeed for red-light and school-zone cameras, and that license-plate reading will be part of both, hoped for October. That is planned, not a completed deployment on this page. The city's RFP requires the speed or red-light system to be capable of integrating with Flock-brand ALPR. Cite the RFP and Tampa Bay 28, not a finished pole count.
RedSpeed's own homepage lists HD video, live stream, hot-list alerts, and ViolationRewind for plates. A citation plate photo is still not a national ALPR grid unless that layer is on.

Questions that actually land
If they only say it is not Flock, they have not answered. Full list on School zones. Florida § 316.1896: a school-zone speed system may not be used for remote surveillance. Ticket records in that statute are destroyed within 90 days after final disposition of the event. That is not the ALPR cap.
