FDOT revoked existing permits for automated license plate readers that local law enforcement placed in the right-of-way of the State Highway System. It will not issue new ones. Agencies have 30 days to remove the devices. If they do not, FDOT said it will. The department can still pull a unit immediately if it is an immediate safety concern.

The memo is LPR systems on state highway right-of-way. It is not a Flock-only order. It does not cover city streets, county roads, private property, or in-car readers. Friday, DeSantis said he would "clear the state right-of-ways." NBC prints him saying 98% of the cameras sit on private property or local right-of-way. Press also reprints his earlier estimate of about 7,500 Florida readers, most of them local. Tampa city streets are not FDOT.

Brevard Sheriff Wayne Ivey ended BCSO Flock use Monday. Florida Today prints 19 BCSO cameras. He ordered those agency cameras physically removed and cut database access, including private cameras. He called it a pause until the Legislature writes rules. It is a sheriff act. It is not a Brevard County Commission cancel.

By Monday evening, some sheriffs had gone further than the memo. That is press of sheriff statements. It is not a Tampa or Hillsborough clerk packet. Jacksonville Sheriff T.K. Waters said his office will stop using license plate readers throughout Duval County, effective immediately. Putnam Sheriff H.D. "Gator" DeLoach ordered all 18 of that county's readers disconnected at once, with removal in 30 days, and said he is canceling the contract until the legislature sets rules. Volusia Sheriff Mike Chitwood said his agency is shutting the readers down immediately and will not resume without a statewide legal framework. Bradford and Baker sheriffs said they are discontinuing the technology. Clay said it will take readers off Clay County roadways. Hernando said it will meet the FDOT deadline and had already started pulling Flock units from county-maintained right-of-way. Okaloosa said most of its Flock units sit on state right-of-way and that remaining county-road units will come down too. Alachua told vendors to pull 27 affected devices from state roadways in 30 days. Nassau's 34 permitted cameras were already in the morning FDOT coverage. Private poles stay outside the memo. Plant City, Tampa PD, and St. Pete still need a local act.

Oviedo's 8 Flock cameras were off the poles Tuesday morning. Mayor Megan Sladek told WESH they are gone, not just offline. Monday night's council vote still stands. Minutes are not on this page. It is not a Tampa Bay act.

Lake County commissioners voted 5-0 to begin the process of revoking LPR access to county right-of-way. A second vote, 3-2, asks the sheriff to brief the board within a month. Sheriff Dennis Lemma suspended Seminole SO Flock use. Orange Sheriff John Mina: state roads only, the rest stay. Osceola Sheriff Chris Blackmon suspended county Flock ALPRs. Those are pauses in press, not clerk cancels. No 48-hour FHP primary was found. The FDOT memo is addressed to local permitholders. This page does not claim an FHP pull.

14 Sep press: Gadsden County Commissioners voted 4–1 to authorize written notice of non-renewal and termination of the county Flock Safety agreement, effective when the current term expires in October 2026 (WCTV, Julia Miller; Fox49). 15 Sep press: Leon County Commissioners voted unanimously to remove automated license plate readers from county rights-of-way within 30 days and to require future cameras on county property or rights-of-way to get explicit County Commission approval (Fox49; WTXL, Brieanna Smith). Press notes the sheriff had already suspended and then terminated vendor camera use. Same meeting also rejected a school-zone speed camera program; that is not ALPR. 6 Oct press: Volusia County Council voted 6–0 to approve a one-year moratorium on license plate readers, including Flock cameras, on county right-of-way. It stops use and new installs (WFTV). WKMG says the vote revokes permits for 79 readers on county-maintained roads, and Flock has 30 days to take them down before the county does it at public cost. The sheriff had already switched the readers off after the FDOT memo and asked for a moratorium instead of a ban. Official minutes are not on this page. 7 Oct press: St. Johns County commissioners agreed Tuesday to put the sheriff’s Flock cameras on county rights-of-way on their 20 Oct agenda, with public comment and a discussion of whether to permit them (News4JAX). The sheriff wants county-road cameras to stay. Cameras on county roads stay up for now. An agenda item is not a vote.

9 Sep press: Tallahassee City Commission voted unanimously to suspend all 150 ALPR cameras in the city (Flock and Motorola). A bag-all substitute failed 3-2 (WCTV). That is a suspend. A pause is not a pull.

2-3 Sep press adds Flagler, Gainesville, and Palm Beach. Flagler Sheriff Rick Staly suspended Flock use effective immediately and said he will meet FDOT's 30-day state-road removal; FlaglerLive reports other ALPR and investigative tools stay. Gainesville Police Chief Nelson Moya said all Flock-style readers were turned off Thursday afternoon (WCJB). Palm Beach County Commission voted 7-0 to pause new ALPR permits on county right-of-way and ask the sheriff for retention answers; about 83 sheriff readers already up stay unless a later act says otherwise (WLRN). A pause is not a pull. A suspend is not a Hillsborough cancel.
