They already have the script.

It is a script. 404 Media published a leaked Flock guide, How to Speak to City Councils. It tells police to arrive with a carefully scripted presentation, brief city managers before public comment, and own the narrative. The same claim and fact pairs sit on Flock's Privacy & Ethics page. A Malden, Massachusetts chief sent that sheet to his council almost word for word.

Plant City's Monday 24 August 2026 item 26-388 was Chief Richard Mills walking that sheet. Then Flock public affairs manager Jalen Johnson answered questions. FOX 13 covered the meeting. The community video is the tape.

The sheet

The leaked guide tells chiefs to brief the city manager and the council before public comment. It tells them not to win an argument about the words "mass surveillance," only to change the subject to procedure. That is the show you sat through if you were in Plant City on Monday.

Mills walked a "Setting the Record Straight" slide: not faces, not GPS, 30 days, MFA and audits. Johnson then delivered the rest. The city owns the data. Flock does not sell it. Plates are public. An iPhone on a public road. Not tickets. Headlines mean the system works.

The pitches

We do not use it for tickets.

Florida law already bars ALPRs from issuing a traffic notice. That does not limit search, share, or retain. Do not let staff mix Flock with school-zone ticket cameras to dodge the search question.

It is not GPS. It is not continuous tracking. It is an iPhone on a public road.

A phone snapshot is one person, one moment. Fixed poles on every approach make a dated, searchable log of every car. Johnson's iPhone line is the same public-road pitch Flock prints on its ethics page.

We delete it. Thirty days is the privacy protection.

Flock moved its default to 7 days. Plant City is keeping 30 on purpose. Thirty days of every car is still a movement log, and hits tied to a case sit on another clock.

Only officers. MFA. Every search is audited.

An audit log is not the same as an audit that happens. Flock made Audit Assist mandatory after the headlines. The Washington Post found departments that did not know their own officers had misused the system.

Look at the numbers. It works.

Mills, spoken Monday: 6,838 searches, 101 successful outcomes, 11 arrests, January 1 to July 30, 2024. Those are department claims from the podium, not an independent audit. During the same item the number moved.

It is a force multiplier. We would be negligent. Think of your loved ones.

That is the close of the script. A growing city and a loved-one hypothetical do not answer who can search the poles tomorrow. Effectiveness is not a written policy.

The city owns the data. We do not sell it.

Ownership on paper is not the same as a pole that cannot be searched. The files live on a contractor cloud. Ask for the share list in writing, including other Florida agencies.

Plates are public. We store no personal information.

The plate on your bumper is visible to a person next to you. A file that stores every time and place that plate passed a pole is not a glance on the street. A plate plus time plus place is how you find a person.

Judge us on local use, not national headlines.

Mills closed on that line. Johnson then treated fired-officer headlines as proof the system works, because the company is "so transparent." Headlines about misuse are why neighbors asked for the meeting.

Captain McLellan named Hillsborough, Tampa PD, Lakeland, Polk, and Pasco. He said the host server is Tampa PD, managed by FDLE. Buying in so you are not left out is how a network grows without a public vote on the network itself.

Flock finds thousands of missing people.

The missing-person number is a slide they reuse. On Monday a neighbor held two handouts that did not match, and later in the same item the room heard more than 10,000, then more than 4,000. Neither figure is a settled fact.
