Official word first. The Dec. 10, 2024 interlocal is a clerk record: consent item C10, file CAO25-0003. Clerk minutes show consent approved and C10 was not pulled. Those minutes do not print unanimous. A sheriff letter, reprinted by Tampa Bay 28, says he is terminating that interlocal effective Sept. 30, 2026, under Section 3, paragraph 3. The official letter PDF is not posted on a .gov page. The letter does not name Flock or Axon. It is not a 26 Aug board vote. It does not say every sheriff reader comes down on Sept. 30.

Wednesday: what the letter actually does

Tampa Bay 28's headline says license plate detection systems will be removed. That is headline language. The official letter PDF is not posted. The reprint says Nocco is terminating the Dec. 10, 2024 interlocal for license plate detection in county right-of-way, under Section 3, paragraph 3, effective Sept. 30, 2026. The letter does not name Flock or Axon. It records no camera count, no dollars, and no 26 Aug board vote.
In the reprint, Nocco writes that he listened to the Aug. 11 and Aug. 25 meetings and that a majority of the board no longer supports the agreement "which you passed unanimously on December 10, 2024." Those are the sheriff's words in the reprint. Clerk minutes for C10 do not print unanimous.
- What stays
- The reprinted letter says the termination will not impact readers installed by private property owners (CDDs, HOAs, retail, other private entities), or cameras in state-owned right-of-way governed by FDOT. The letter does not name Flock or Axon. A vendor switch is a separate press story, not this letter.
- What he claims he already did
- State law, he writes, allows up to two years. Pasco kept 30 days. Searches limited to felonies and select misdemeanors, tied to a call for service or case number, with a narrative. He says none of the concerns raised at the meetings happened in Pasco. Those are his claims, not an independent audit.
- Mariano
- Chair Jack Mariano's open letter is pleased the county-road deal is ending. He cites well-informed citizens, the Fourth Amendment, and a hard line against mass surveillance. He says these networks are shared broadly across private tech companies and law enforcement nationwide.
- Neighbors on the record
- Hudson resident Jay Passwood, Tuesday: "There's got to be some kind of justification why you are watching the citizens of this county." Jeff Cannon: treat it as a victory for now, and watch they do not put different technology in place to do the same thing. Inspector Arthur Madden and SAO division director Bryan Sarabia defended the cameras at that meeting.
A headline that says the systems are being removed is not the letter. The letter ends the interlocal. It does not say every sheriff reader is physically removed on Sept. 30.

Posted public-hearing items were land-development procedure ordinances and utility/sanitation rate ordinances. They were not Flock. This page still has no official minutes or news recap that named a Flock action in Zephyrhills on 24 Aug.

What is already on the record
Official clerk annotated minutes (fileId 11880), Historic Courthouse, Dade City: public comment and a Sheriff's Office presentation on "Automated License Plate Recognition in Pasco County" (Undersheriff Chase Daniels). Commissioner Weightman was absent. Later: "Motion of approval to keep the agreement with the Sheriff's Office with the license plate readers failed with Commissioner Oakley and Chairman Mariano voting nay." The minutes do not print the yes votes or a full roll.
Press (Times via Yahoo) reported residents including Amy Baird spoke, and that Mariano said he was uncomfortable. That is press, not the clerk motion line.

Sheriff Chris Nocco is a Florida constitutional officer. The Board of County Commissioners does not run the sheriff’s ALPR program. Commission leverage, when it exists, is often over right-of-way permits for poles in county right-of-way. That is the legal setup. It is not a claim that the board can turn the cameras off by motion.
The Tampa Bay Times has reported that the Pasco County Sheriff’s Office has about 70 Flock cameras. Tampa Bay 28 reported, with Undersheriff Chase Daniels on camera, that the office is switching some of those cameras to Axon: cheaper, and the office already uses Axon body cameras (and, Daniels said, Tasers and evidence management). They are still license-plate readers. A 30-day retention figure is a sheriff policy claim, as stated by Daniels to Tampa Bay 28, not an independent audit on this page.

In the Tampa Bay Times survey, Chief Robert Kochen said New Port Richey PD does not use Flock. Tampa Bay 28 reported the city is looking at RedSpeed for red-light and school-zone speed cameras, with ALPR as part of those systems, hoped for October. Keep RedSpeed separate from Flock unless a primary public record says a given pole is Flock.

Council usually meets the 1st and 3rd Tuesday at City Hall, 5919 Main Street, New Port Richey. The 18 Aug 2026 meeting was at 7:00 PM because of the primary, as posted on the city’s Facebook. This page does not invent a Flock item on the NPR council agenda.

ALPRs in Pasco, by who runs them
Flock is not the only plate reader. Counts below are as reported. This is not a field census. Brand pages: ALPRs · Flock · Axon · Q&A.
Times: about 70 Flock cameras, and the office can search other agencies too. Tampa Bay 28: Undersheriff Chase Daniels said some of those poles are being switched to Axon (already supplies body cameras, Tasers, evidence). About $50,000 cheaper. Permits on the record for the SR 54 corridor from New Port Richey to Wesley Chapel. Daniels said that is replacement, not a new count. A 30-day hold is a sheriff policy claim, not an audit on this page.
Tampa Bay 28 also reported about 170 plate readers in the county when private property (stores, subdivisions) is counted. Those private poles are not the sheriff's program.
No separate Zephyrhills or Dade City police Flock contract is on this page. Unincorporated Wesley Chapel and Land O' Lakes sit under the sheriff. The Aug 11 Flock comments were in Dade City. Monday's Zephyrhills council is still not a posted Flock hearing.
Chief Robert Kochen told the Times the city does not use Flock. Tampa Bay 28: the city plans RedSpeed for red-light and school-zone speed cameras, with license-plate reading as part of both, hoped for October. Keep RedSpeed separate from Flock unless a primary says a given pole is Flock.

What to ask if you speak
If you use the posted public-comment window, stay on the record. Aim the question at the office that actually holds the contract or the permit:
- Retention. How many days are plate images and vehicle signatures kept? Who can extend a hold? Is the 30-day figure only a sheriff policy?
- Sharing and hotlists. Which agencies can search the local data? Which hotlists are enabled?
- Audit. Who reviews search logs, and will summaries be posted?
- Right-of-way and dollars. Which poles sit on county right-of-way? What line pays for Flock, Axon, or more years?
Florida public records are Chapter 119, not federal FOIA. This page does not advise anyone to touch, block, disable, or approach a camera.
