The I-4 study stops at Plant City’s vision line.

Plant City is the east edge, not the meeting room. Meetings are at Bailey Elementary in Dover. Land annexed into Plant City during the study is supposed to drop out of the final UEA plan. The city’s own comprehensive-plan update is a separate process.

What the boards say about this edge
- The study area runs along I-4 from the existing Urban Service Area east toward the Plant City Vision boundary.
- Plant City’s Vision Map and Northeast Master Plan sit on the east side. Staff describe an Economic Opportunity Overlay along I-4 and Paul Buchman Highway, plus a network of parallel east-west roads.
- A November 2025 consultant memo said any property annexed into Plant City during the study will not be in the final UEA plan. That is staff and consultant direction, not a city ordinance on this page.
- The June fact sheet tells neighbors the study will not change a lot’s zoning, and points Plant City questions to the city’s own plan update.
