Lakeland approved a ten-year Axon package.
The Lakeland City Commission voted 7-0 on 5 Oct 2026 to approve a sole-source Axon Master Services Agreement totaling $21,983,139.93. The city attorney memo says the deal replaces Lakeland's 2021 Axon agreement, which was about $938,000 per year. The new package adds more than cameras.

What the memo says Lakeland bought
- Body-worn cameras and digital evidence services.
- In-car video systems.
- TASER 7 to TASER 10 conversion.
- Virtual reality training for de-escalation.
- AI Era Plan: report drafting, translation, digital evidence transcription and search, policy reference, data capture, and case summaries or investigative aids.
- Axon Air: drone-as-first-responder, with pilot, flight, and activity tracking for oversight and FAA requirements.
Plain English: this is not only a body-camera renewal. It is cameras, Tasers, evidence software, AI writing and search tools, training, and drones in one long package.

The money frame
- Total
- $21,983,139.93 over ten years.
- Year one
- $1,200,077.01 after credits tied to partial years left on the prior Axon agreement.
- Immigration grant
- $3,972,962.18 from the Florida Department of Law Enforcement State Board of Immigration Enforcement grant, applied to years one and two.
- DHS stipend
- $855,000 through a Department of Homeland Security stipend program to offset eligible agreement costs during the term.
- DOJ grant
- $7,586,213.37 applied for years three through five. The memo says award decisions were expected later in the fall. It was an application, not an award in the memo.
- Exit if money is not appropriated
- The memo says the agreement may be terminated if enough funds are not appropriated for future years.
LkldNow reported that if the pending federal grant is awarded, state and federal funding could cover about $12.4 million, or roughly 56% of the contract. Mayor Sara Roberts McCarley called the grant pursuits "really, really important."

Flock ALPR stays a separate file
Lakeland still has an ongoing Flock ALPR issue. LkldNow reported in June 2026 on an LPD proposal for roughly $1.2 million in annual increases for additional AI tools, including Flock. During the 5 Oct Axon discussion, commissioners asked about access to Flock plate-camera data. Assistant Police Chief Hans Lehman said access is restricted by assignment and policy: "Not everybody has permissions to everything."
The Axon MSA and the Flock ALPR arrangement are different contracts. Treat Fusus as proposed or unconfirmed in the purchased quote unless a line item proves it. Boilerplate that mentions FUSUS in cloud definitions is not proof that Lakeland bought it.
